Since the implementation of a system of land registry at the Cape in Apr. 1657, title deeds and deeds of transfer were drawn up by the Secretary of the Council of Policy. Since 1806 this function was performed by the Colonial Secretary and two members of the Court of Justice until a Registrar of Deeds was appointed in Jan 1828.
